    Who was responsible for the Rwandan genocide?
    African problems are more similar than different. In summary it was caused by horrible governance for a prolonged period of time. The minorities were excluded from the government and discriminated based on tribe.

     This was an ongoing thing since the 1950s. The root cause of conflicts are largely based on tribes.
    The perpetrators of the Rwandan genocide were government back mobs known as the Interahamwe and the Impuzamugambi. Those mobs were joined by the Rwandan army in the killings. The mobs were strongly incited into violence by the popular local radio station Thousand Hills Free Radio and Television (RTLM). Most horrifyingly, the mobs were nothing more then ordinary Hutu citizens (an Interahamwe mob member could be anyone from an 8 year old boy to an 88 year old woman) that were goaded into murdering their Tutsi neighbors. The mobs used anything they get their hands (anything from garden tools to wooden sticks, but machetes were the most popular) on to massacre the Tutsis. I remember watching a documentary on the Rwandan genocide that a former victim was asked who raped her and murdered her family. The woman chillingly responded to the questioner, “the gas attended guy over across the there [while pointing at some man several feet away from the house]”.


    The government backed killings of the Tutsis seemed to be nothing more then an act of frustration of failure to defeat the ethnic Tutsi rebel group Rwandan Patriotic Front (RPF). When an armed political actor is on the verge of defeat, they tend to increase the scale of their atrocities. They will take out their frustrations on unarmed civilians. RPF forces were making advances in Rwanda, and the mysterious murder of Rwandan president Juvenal Habyarmana provided the perfect excuse to execute the killings. Within 100 days, up to 800,000 Tutsis, moderate Hutus, and “Pygmies” were murdered by the government backed mobs. Hundreds of thousands of women (and often men too) were violently raped by the mobs. The genocide was only stopped when the RPF finally took power, and sent most of the perpetrators into exile to the neighboring Zaire.
